Scholarship Office head denies sending unsigned letter to Finance

THE administrator of the CNMI Scholarship Office said she did not write the letter asking the Department of Finance to disburse over $144,000 in CW fees to the Northern Marianas Trade Institute.

“It is our understanding that the memo had been prepared and submitted on behalf of the CNMI Scholarship Office without my authorization,” Pangelinan said.

The unsigned letter was not accepted by Secretary of Finance Larrisa Larson because it was not an official document.

“Although my name was mentioned at the bottom of the memo, it was not provided to me prior for signature. I was not informed or given an opportunity to see the memo nor did my staff have any knowledge of the document until it was brought to my attention by the [secretary of Finance],” Pangelinan said.

Larson said they are looking into the matter to determine who prepared the letter.
