THE Saipan and Northern Islands Legislative Delegation unanimously confirmed the re-appointments of Diego Blanco and Joe Ayuyu as members of the Zoning Board.
But the two were not around when the delegation voted on their nominations Wednesday morning.
Sen. Sixto Igisomar said in the future, the delegation should require the nominees to be present when they are confirmed so that they can answer questions from lawmakers.
But Rep. Frank Dela Cruz said they should confirm the appointees, whether they are present or not, if the appointments will soon expire, and if the appointees have been found to be qualified and suitable to serve for the positions.
Rep. John Paul Sablan, the delegation chairman, said the Committee on Judiciary and Governmental Operations conducted a public hearing on Blanco and Ayuyu’s nominations.Based on the committee’s findings and recommendations, Sablan said, Blanco and Ayuyu are qualified to serve as members of the board.
Zoning Administrator Therese Ogumoro apologized to the delegation for the absence of Blanco and Ayuyu, saying they had prior commitments and engagements and could not make it to the delegation session.
Blanco was sworn in by Gov. Ralph Torres at 3 p.m. on Wednesday.
In an interview, Blanco said he will continue to serve the community to the best of his ability. “I would also like to thank the governor and the lt. governor for their confidence in me. I promise to uphold the laws of the CNMI and the U.S., to protect the community from overdevelopment and to enforce the laws and regulations to the best of my ability,” he added.
Blanco is now serving his fifth term as member of the Zoning Board. He has served eight years already and will be on the board for another two-year term.
Ayuyu, for his part, is now in his second term.
