SAIPAN Mayor David M. Apatang and Saipan and Northern Islands Municipal Council Chairman Luis John Castro expressed their heartfelt condolences to the family of former Speaker Oscar C. Rasa.
“Today, we mourn the untimely passing of one of the Commonwealth of the Northern Mariana Islands’ true son who led the way to a better tomorrow for all Chamorros and Carolinians more than 40 years ago,” the mayor said.
Rasa, 71, passed away on Sunday morning.
“To Patricia and children, our most profound condolences for your loss,” he added.
Rasa was the first speaker of the CNMI House of Representatives.
The mayor said the Rasa served the people of the CNMI honorably and with passion.
“Our CNMI today was built on the foundation that former Speaker Rasa made sure some 40 years earlier would stand the test of time and ever changing political, social, and economic environment of the CNMI.”
“We owe him so much credit for his vision and guiding wisdom for a better tomorrow for all Chamorros and Carolinian. His political legacy is today’s success,” Apatang said.
“Adios and farewell Speaker Rasa. The Lord has called you home. Si Yuus Maase, Ghilisow,” the mayor said as he thanked Rasa for all his “dedication and sacrifices in making their collective dreams of some 40 years ago a real success today.”
Saipan and Northern Islands Municipal Council Chairman Luis John Castro said Rasa was “active in public service since before what we now know as the Commonwealth of the Northern Mariana Islands. He was a driving force in helping to pass our islands’ first public laws.”
Castro said Rasa was always “willing to give counsel to those who sought it, serving as an advisor to past lawmakers and those who serve us today.”
Castro added, “I personally thank him for the wisdom he imparted and the encouragement he gave to me over the last few months. Our hearts go out to his wife Pat, their children and grandchildren and his entire family who grieve over the loss of their patriarch as we at the same time pay tribute to a strong voice for our islands and our people.
