DOL Secretary Vicky I. Benavente said she was shocked by the news. “In the short time that I have been with DOL, Gil was my rock of patience and strength. He would tell me to take a break and step back whenever the stress level got too high. His sense of humor was something that all of us at DOL will always remember. He could make the toughest days easy with his jokes and calm demeanor,” Benavente said.

Gov. Ralph DLG Torres described San Nicolas as “a hard-working and knowledgeable public servant who was loyal to the Department of Labor and his colleagues. He truly believed in the work and in the enforcement of our labor laws. I have gotten to know him really well these last few years, and he really was a great man who cared about his family and his colleagues within DOL and around the government. Our thoughts and prayers are with him, his wife Irene, and his family. He will be very missed.”

Former DOL Secretary Edith Deleon Guerrero who had also worked with San Nicolas said: “We are always professionally respectful of each other. I am very saddened by his sudden passing.”

A DOL staffer who declined to be identified said San Nicolas “treated me like family and he was a good mentor, a good boss and a good brother to me…. He was a very respectful person. He will be missed and he will always be in our hearts.” She said she worked with San Nicolas for 26 years.

San Nicolas had been with DOL for over 30 years, and served as its secretary for four years.
